A lean, four-unit new-construction building offering permanent homes to people exiting chronic homelessness.
Where the two-tower campus is a large, service-integrated initiative, the Fourplex Initiative is deliberately small and lean: a single new-construction four-unit building — two one-bedroom and two two-bedroom homes — with no on-site services or program space. Just permanent, dignified, deeply affordable housing, operated Housing First.
It’s designed to move faster than the larger campus and to double as a proof of concept for Hues Hope as a housing developer and operator, informing how the larger initiative gets built.
The building is intended for individuals and households experiencing chronic homelessness. All four units are planned to carry Project-Based Vouchers, so residents pay no more than 30% of their income toward rent. Case management is voluntary and arranged through county and community partners rather than provided on-site.
The project is weighing two construction paths side by side: traditional site-built construction and volumetric modular construction, drawing on the Minneapolis Public Housing Authority’s recent modular fourplex/sixplex work in the city as a point of comparison.
This is an early-stage initiative. A site search is underway, but no site is currently owned or under contract, and Hues Hope’s federal 501(c)(3) tax-exempt determination is still pending. HC Real Estate Services is providing real estate development services for the project, starting with site identification.
